National Institute for Medical Research
In their role of making strategic planning decisions for London, the Mayor may occasionally take over an application, therfore becoming the local planning authority. A public hearing must then be held before deciding whether or not to grant planning permission.
In this instance, the Mayor took over an application for the redevelopment of National Institute for Medical Research.
Background to the public hearing
On 24 April 2017 Barnet advised the Mayor that it was minded to refuse planning permission for the redevelopment proposals for the National Institute for Medical Research.
On 2 May 2017, having considered a report on the case, the Mayor notified Barnet that he would act as the local planning authority for the purposes of determining the planning application (under article 7 of the Mayor of London Order and the powers conferred by Section 2A of the 1990 Town and Country Act).
The local planning authority refernce assigned to the application is 16/4545/FUL. The GLA reference is 3967.

The Mayor consulted on revised plans submitted by the applicant on the NIMR scheme. This consultation was carried out under Regulation 22 of the Environment Impact Assessment Regulations 2011. The documents can be downloaded from the London Datastore on the link below.
Representation hearing
A public Representation Hearing was held at City Hall on 6 October 2017. Following the hearing the Mayor decided to grant permission for the application subject to planning conditions and conclusion of a section 106 legal agreement.
