Progress
  • Commercial Retrofit Programme - Agreed single net-zero framework commercial buildings definition.  Secured from pan-London Business organisations membership. Delivered a Commercial Retrofit Summit in early 2022 and launched the ‘commercial retrofit’ Call to Action & 26 business registrations.
  • Domestic Retrofit Programme - London boroughs’ joint work on retrofitting London’s homes to reduce carbon emissions – led by LB Enfield and Waltham Forest, with London Councils. Delivered an action plan in late 2021 and the Greener and Warmer Buildings Summit in early 2022 jointly with the Mayor of London.
  • Low Carbon Development Programme – Led by LB Hackney with support from London Councils. Action Plan delivered in March 2022.
  • London Community Energy Fund – includes up to £500,000 for community groups to deliver community energy projects, as well as £165,000 for project development. Phase six will offer up to £400,000 towards development and delivery of community energy projects. To date, the programme has supported the installation of 2.3MW of solar PV capacity.
  • Solar Industrial Estates – deliver solar panels on rooftops across the Old Oak and Park Royal industrial estates over a three-year period.
  • North London District Energy – Building on £30 million of investment already secured, the funding provides the capacity to capture a further 20MW of waste heat from the Edmonton Energy Recovery Facility.

Progress

  • 29 Climate Emergency Action Plans developed by Boroughs with 229 actions on active travel.
  • Low carbon transport programme action plan published in March 2022, led by RB Kingston and City of Westminster, with support from London Councils.
  • Consulted on and implemented expanding the ULEZ London wide.
  • In December 2022, GLA’s £2m funding through mission’s Grow Back Greener Fund to fund 56 community projects to support green space. In August 2022, £4m was awarded to 19 projects across 11 boroughs from the Green and Healthy Streets Fund to deliver innovative and exemplar greening projects.
  • Progress on bus electrification and EV charging, both rapid and slow-fast chargers.
  • Continued roll out of neighbourhood improvements, including low traffic neighbourhoods, school streets and others with a mixture of funding sources supporting borough delivery.

Progress

  • Green Finance - GLA/ London Councils agreed key principles around the green financing workstream and collaboration. Identifying a pipeline of opportunities across London boroughs, anchor institutions and the GLA group.

  • Green jobs and skills - joint research, pan London wide group, common understanding on data.

  • Green Economy Action plan led by LB Hounslow with support from London Councils.

  • The Mayor’s Green Skills Academy is providing training including retrofit, green spaces, solar and renewable energy, EV and low carbon transport. Will support approx. 3,000 learners and 3,700 Londoners into new training and learning.

  • Knowledge exchange - London Councils and London Higher developed six knowledge partnerships between the borough-led climate programmes and six universities, connecting academics and policymakers.

  • The two Future Neighbourhoods 2030, Somers Town and Notting Dale, implementing projects including cycle lanes, healthy schools, growing places, mobility hubs, air quality, energy efficiency, heat network extensions, circular economy markets, carbon offsetting, youth training, apprenticeships, and community engagement.

  • In September 2022, GLA Functional Bodies published plans to use the £9.5bn combined purchasing power of the Group to help make the capital greener and fairer for all Londoners.

  • ReLondon’s Business Transformation Programme (funded by GND Fund), 54 grants to support SME recovery and enable trialing new, circular business models. In addition, 51 SMEs have received bespoke expert consultancy support to build back from the pandemic using more sustainable practices.

  • Better Futures Programme - continues to provide SMEs access to the technical and business expertise to help them optimise prototypes and services for the market and develop their business for growth investment. By the end of September 2022, the programme has supported over 242 London-based cleantech businesses.

  • The Mayor’s Business Climate Challenge programme continues helping businesses to tackle the climate emergency, save money on energy bills and contribute towards London’s net-zero target.

  • The Mayor published the Element EnergyAnalysis of a Net Zero 2030 target for Greater London’ Report.  The report analysed four possible pathways to net zero.

Joint activities on retrofit

Signed agreement between the GLA Group bodies which establishes a Group-wide strategy for the joint-procurement of renewable energy. Joint plan on Retrofit for London.

Funding to be announced in January 2023

Launch a London financing facility to mobilise investment into London’s infrastructure and support the transition to a net zero city.

  • Publish LCEGS data set.

  • Joint development of LCEGS ++ data set to better measure Green Economy.

  • Complete mapping of levers and projects on Green jobs and skills - GLA and Boroughs.
