About specialist housing programmes
There are various funding programmes, which deliver new or improved supported and specialist housing in London while achieving the Mayor's aim to meet London's diverse housing needs.
Many different supported and specialist housing types can be funded, for a wide range of client groups, either through the Affordable Homes Programme or another specialist programme listed below.
We also have funding available for community-led housing and revenue funding available to accommodation-based support for domestic abuse survivors.
Domestic Abuse Safe Accommodation Homes Programme
This programme is a vital initiative, designed to increase safe accommodation provision for domestic abuse survivors and their children across London. It strategically combines capital funding of up to £8.5 million from the Affordable Homes Programme (AHP) 2021-2026 with revenue funding of up to £1.1m from the Part 4 duty under the Domestic Abuse Act 2021. The programme seeks to address safe accommodation provision gaps across London, identified in the 2021 needs assessment. As such, bids for under-served group accommodation will be prioritised.
Capital funding is available for accommodation starting on site by March 2026. Up to three years of revenue funding for support is also available, until March 2030. Bids must demonstrate how revenue support funding aligns with capital delivery. Single Homelessness Accommodation Programme
The Mayor has secured a portion of a £270m national budget, to deliver supported homes for Londoners sleeping rough as well as young Londoners (18-24) who are experiencing (or at risk of) homelessness.
This Single Homelessness Accommodation Programme has been developed to meet existing housing pathway gaps while addressing currently unmet need. Capital funding is available for homes that will start and complete from April 2023 - March 2025. Up to three years’ of revenue funding is also available to fund much-needed support to Londoners moving into these homes. For more about the sorts of schemes that can be funded, see funding guidance.

Care and Support Specialised Housing programme
This £100m+ programme provides older and disabled Londoners with well-designed, accessible homes. This enables them to have appropriate care levels while living independent, dignified lives. The programme enables family-sized homes to be freed up, for families and others in housing need. It also helps reduce social care and health costs. Funding is available for new-build and remodelling existing schemes.
The original programme ran until 31 March 2022, and was extended for schemes starting up to the end of March 2025.

Previous programmes
A number of funding programmes closed to new bids this year, but are still delivering much-needed homes and support. These include:
- The Rough Sleeping Accommodation Programme (RSAP) provides move-on accommodation and support to rough sleepers, so they can transition to independent living. It has a key role helping the Mayor achieve his aim of ending rough sleeping, and is an important part of assisting rough sleepers helped by our monumental Everyone In initiative during the COVID-19 pandemic.
- The Move On Programme (MOP) provides move-on accommodation and support to rough sleepers and domestic abuse survivors. Through MOP and RSAP, over 1,000 rough sleepers have been housed already, with hundreds more being helped by delivery completion.
- Homelessness Change provided new or remodelled hostels and domestic violence refuges, for non-statutory homeless Londoners and domestic abuse victims.
- Platform for Life provided short-term accommodation for young adults (aged 18-24) in education, training or employment, as a step towards independent living.
