Citroen Site public hearing

Public consultation 25 May - 25 June 2018

Following revisions to the application, a public consultation was held from 25 May - 25 June 2018.

Background to the consultation

Subsequent to the Mayor’s direction, on 15 May 2018 the applicant submitted revisions in support of the application including:

  • Provision of 441 residential units (increase of 14);
  • Provision of 50% affordable housing, comprising of 152 intermediate and 66 affordable rented units;
  • Increase in height of Building 3 by two storeys to 17 storeys;
  • increase in the size of the five houses from two bed four person to three bed five person
  • Increase in the number of family units within the affordable rented tenure;
  • Relocation of the resident’s gym to the north-east side of the site;
  • Relocation of the energy centre;
  • Alterations to windows and glazing to increase daylight levels;
  • Reduction of onsite car parking to 63 spaces (a reduction of 6 spaces); and
  • Increase in cycle parking spaces to 881 spaces (an increase of 196).

The Applicant has also submitted to the Mayor other information under Regulation 25 of the EIA Regulations in relation to the Environmental Statement which accompanied the Application.

Representation hearing

A public representation hearing was held in the Chamber at City Hall on Friday 20 July. The Mayor considered this application in detail to determine whether or not to planning permission should be granted or refused.

Mayor's decision

On 22nd August 2018, the Mayor resolved to grant the application.

Further addendum report

On the 2 December 2019 the Mayor considered an addendum report which confirms his position on the impact of the Citroen scheme on heritage assets (specifically the Royal Botanic Gardens Kew World Heritage Site, Registered Park and Garden and Conservation Area) and the resolution to grant permission as per the 22 August 2018.

Secretary of State call in

This application has been called in by the Secretary of State following the Mayor of London’s decision to grant planning permission. The Secretary of State has directed that the application shall be referred to him instead of being dealt with by the Mayor. The Planning Inspectorate are now dealing with the case. In due course, an Inspector will be appointed and an Inquiry will be held. Details of the Inquiry will be published here when this has been arranged.

Venue for the public inquiry and viewing relevant documentation

An Inspector, instructed by the Secretary of State, will convene a planning Public Inquiry at the Brentford Free Church, Boston Manor Road, Brentford, Middlesex, TW8 8DW starting on Tuesday 14 January 2020 at 10am. Interested persons may attend the Inquiry (personally or through a representative) and, at the Inspector's discretion, give their views. The London Borough of Hounslow, the GLA and the applicant have produced Statements of Case, Proofs of Evidence including summaries and Statements of Common Ground and these documents are available for public inspection within the link below (London Datastore). Hard copies of these documents can be inspected by members of the public at all reasonable hours (between 9am and 5pm) at City Hall, The Queen’s Walk, London SE1 2AA.
