Swandon Way
In their role of making strategic planning decisions for London, the Mayor may occasionally take over an application, therefore becoming the local planning authority. A public hearing must then be held before deciding whether or not to grant permission.
In this instance, the Mayor took over the application for the redevelopment of Swandon Way.
Background to the public hearing
On 5 June 2017 Wandsworth advised the Mayor that it was minded to refuse permission for the redevelopment proposals for Swandon Way.
On 26 June 2017, having considered a report on the case, the Mayor notified Wandsworth that he would act as the local planning authority for the purposes of determining the planning applications (under article 7 of the Mayor of London Order and the powers conferred by Section 2A of the 1990 Town and Country Planning Act).
The Local Planning Authority reference assigned to the application is 2016/7356. The GLA reference is 3537a.

Public consultation
On 22 August 2017 the applicant submitted revisions in support of the application including:
- Provision of 385 residential units (increase of 37);
- Provision of 35% affordable housing, comprising of 109 intermediate and 27 affordable rented units;
- Increase in height of the Station Building by two storeys to 17 storeys;
- Increase in height of the Garden Building by one storey to 11 storeys;
- Amendments to facade detailing of Station Building to address increase in height;
- Re-distribution of location of affordable units within the Crescent and Garden Buildings; and
- Increase in cycle parking spaces to 628 to address increase in unit numbers.
The applicant also submitted other information under Regulation 22 of the EIA Regulations in relation to the Environmental Statement which accompanied the original application. The documents can be downloaded on the London Datastore by following the below link.
Representation hearing
A public Representation Hearing is due to be held in The Chamber at City Hall on 17 October 2017, starting at 15.30pm, for the Mayor Sadiq Khan to consider this application in detail and to determine whether or not planning permission should be granted.
The hearing is open to the public and you are welcome to attend if you wish. The Chamber has a capacity of 250 people and the space is fully accessible.
