Working Paper 34 examines how London plays a crucial part in the Outer London economy. Outer Londoners commonly commute to work in Central and Inner London - but 60 per cent are employed in Outer London boroughs. Jobs in Outer London have increased at comparatively weak rates in recent years and employment changes (along with rates of worklessness and poverty) have been highly variable across boroughs. Of trips within Outer London over half are taken by car. Traffic in Outer London was broadly constant between 2000 and 2007 – by contrast, traffic in Inner London fell.
