Statement on the Sentencing of Adam Provan

"The case of Adam Provan demonstrates, once again, how vital it is that the Metropolitan Police reform and rebuild the trust and confidence with women and girls, including within their own ranks, as quickly as possible. It highlights that there can never be complacency in responding to abuse and that all allegations of so-called ‘lower-level’ offences must be taken seriously at the time they are made. It shouldn’t take multiple victims to stop predatory behaviour and secure a conviction.  

This case also reveals what victim and survivors must endure to obtain justice, safety, and protection for others. We commend the unbelievable bravery and tenacity of this young woman who gave evidence three times, fought for so many years, and is now speaking out to call for change. I unfortunately still hear regularly of rape victims suffering traumatic and brutal cross examinations which are focused on their credibility and based on outdated myths and stereotypes. They also suffer due to extensive delays, invasions of privacy, poor preparation for court, and systematic breaches of the victims’ code of practice.  

I have long called for independent legal advice and representation for victims and survivors of rape and sexual offences. Without this representation, the positive work of Operation Soteria will not succeed, as victims and survivors will not be guaranteed their rights, including at court. I believe that the government can, and must, deliver this through the Victims and Prisoners Bill. 

This case demonstrates that officers like Provan, who abuse their position to abuse others, are not “untouchable”. For too long, the processes and culture of the Metropolitan Police protected and enabled predators like him allowing their own offices to be victimised. I will be calling on the Met to review this case and make sure that the learning is used to radically improve their response to women and girls.
